It appears the new user account page is broken, at least on Chrome and Firefox browsers. When you click on I Agree, on Chrome it comes up with an error 500 page and Firefox it is a blank page. 

I'm seeing the same problem. I told an acquaintance about the forums and he's unable to create a new account.
