Try 2-3 swimsuits. Preferably with wide sholder straps and no padding in the bust (it will just end up being a bump just below your actual chest once the suit is streatched over the belly) I found that with each swimsuit layer the water balloon felt more like a part of me then like a balloon trying to slide out of position.
