Things got difficult with unstable Economy and some people ended with debt they were unable to pay. One way people we able to pay there debts was to become a human cow at a special dairy farm, breeding foal and producing milk. Each birth and gallon of milk produce goes to reimbursed their debt though the chemical used caused physical mutation that make the person more cow like so some stay out of their own volition.
